"I have a household-services and online-delivery app that I’m still finalising, yet every Play Store asset—icon, screenshots, long and short descriptions—is ready to go. What I need now is access to a Google Play Console account created in 2023 or earlier so the first production release can pass review and go live.

Here’s the flow I have in mind: once the AAB/APK is ready, you’ll upload it through your legacy console, set up the store listing with the materials I supply, handle the production rollout and keep the track active until Google approves the build. After the app is fully published and visible, I’ll initiate the official Play Store transfer to my own new console, and the job is complete.
