"I run a Shopify store that serves customers across Kuwait and I need a functionality upgrade at checkout. Instead of the default governorate-level shipping fees, each individual Kuwaiti area (e.g., Salmiya, Jahra, Fahaheel, etc.) must trigger its own delivery price.

The end result I’m after is straightforward: when a shopper selects or enters their address, the checkout should automatically display the correct fee for that exact area—no work-arounds, no manual edits, and no confusing drop-downs for the customer.

Key points you should know
• Functionality customization is the priority; design stays as is.
• I’m open to the cleanest technical route—Shopify Carrier Service API, a private app, Shopify Functions, or an existing third-party tool—so long as it works reliably on my current Shopify plan.
• I need an admin-side panel or CSV import so I can update or add new area rates without touching code.
• It must support both cash-on-delivery and online payment gateways already active on the store.
• Thorough testing with real Kuwaiti addresses is essential before we go live.

Deliverables
