"I want to launch a short-duration consultancy marketplace that remains fully compliant with institute policies while feeling effortless for end-users. The core of the solution will be a Progressive Web App that automatically adapts to desktop and tablet screens, paired with mobile builds that run smoothly on both iOS and Android from the same code-base.

Scope of work
The system needs three pillar features:
• Project posting and management – clients must be able to publish brief consultancy needs, set timelines, track milestones and close projects.
• Consultant profile management – consultants create and update profiles, list expertise, upload compliance documents and see past engagements.
• Messaging system – real-time, in-platform chat for secure, auditable communication between parties.

I’m comfortable with modern, widely supported stacks (React, Vue, Flutter, React Native, Node, Firebase, Supabase, or similar). Feel free to suggest what you believe offers the best balance of speed, maintainability and cost.

Deliverables
1. Source-controlled code for the PWA plus iOS and Android builds.
2. A clean, documented database schema that supports the three core modules.
3. Deployment scripts or CI/CD pipeline instructions so I can reproduce production builds.
4. A brief hand-over guide (video or PDF) walking through environment setup, admin dashboard and user flows.

Acceptance criteria
• The PWA installs to home screen and works offline for basic actions.
• Both mobile apps pass App Store & Play Store review requirements.
• All three core features function end-to-end without critical bugs.
• Pages load in under 2 seconds on standard 4G.
• Compliance documents are stored and retrieved securely (GDPR-ready).
