"I need a Windows-based desktop application (no cloud dependencies) that takes our entire training workflow out of scattered spreadsheets and pulls it into one organised, searchable system.

Core flow
• Participant data comes in either from an Excel upload or from manual entry inside the app.
• I create a new batch, map the imported participants to it, and can instantly cross-verify anyone by searching their name, ID or batch.
• From the same data set I can open an attendance screen, tick present/absent and lock the record when finished.
• Once a batch is complete, the system must generate individual certificates in PDF. Each certificate is to be digitally signed by two or three authorised signatories and include a QR code. Scanning the code should display the participant’s name, training date, our website URL and any other details already stored for that record.

Storage expectations
The program should automatically create a folder for every batch, then save each certificate under the participant’s name inside that folder so retrieval is straightforward. All data remains local to the machine.

Please build with a clean, intuitive UI, keep dependencies minimal, and make sure installation is simple for non-technical staff. Also include analytics in the ui. Source code, an installer and basic user documentation will complete the delivery." (client-provided description)
