"I already own the static CityTours HTML package and now I want it running inside Elxis CMS as a native theme, without losing any of the core CMS features. When you are finished I must still be able to add users, publish multilingual content, arrange menus, switch module positions, and rely on every default Elxis function exactly as before—only wrapped in the CityTours look and feel.

Alongside the template, I also need a lightweight real-estate/rental component that covers the “hotel” section only. There is no booking or reservation workflow involved—just searchable, browsable property data.

Key deliverables
• Fully responsive Elxis template that mirrors CityTours’ design and layout
• Front-page hotel search box (location, price, bedrooms may come later but the code must be ready to extend)
• Grid and list views for the results, styled to match the theme
• Simple admin dashboard inside Elxis to add, edit, or remove hotel listings, set locations, and manage the form fields
• Clean code that plays nicely with existing modules, language packs, and ACL rules

Acceptance criteria
– Install the template and component on a vanilla Elxis instance and everything works without manual tweaks
– Core CMS menus, content items, users, and languages render correctly in the new theme
– I can create a hotel in the back end, assign it to a location, and see it appear immediately in front-end search and listings
– No booking/payment elements present
