"I need LocalGov IMS set up from scratch on my server so that all three components—Payment Portal, Admin Portal and the underlying API—run smoothly together.

Payment Portal must support user payment processing, show a clear transaction history and trigger payment notifications without fail. In the Admin Portal I expect full user management, reliable report generation and access to system settings so our finance team can fine-tune the platform as policies evolve. The API should expose every feature the two portals rely on and be documented well enough for future integrations.

You will pull the latest code from the public GitHub repo, handle all dependencies, configure environment variables, hook up the database and ensure secure SSL access. A brief hand-over note covering the installation steps, config files and any custom tweaks will complete the job." (client-provided description)
