"I am building a lightweight networking utility written strictly in C++98 that can open both TCP and UDP sockets, send and receive raw byte streams, and run identically on Windows and Linux.

Because of compliance requirements in my company, all code must be hand-written—generated AI code is explicitly prohibited—so please be comfortable working the “old-fashioned” way.

The Windows build should compile with MSVC 2019 or newer, and the Linux side with g++ .
