"I need a GitHub Actions workflow that zeroes-in on the hard-to-classify “other” errors my project occasionally throws. They’re not the usual compilation, dependency, or integration problems, so the workflow must focus on rapid triage and clear visibility rather than language-specific fixes.

Here’s what I’m after:
• A reusable YAML workflow placed in .github/workflows that triggers on pull requests and on any failed push build.
• Automatic collection of logs and stack traces, then attachment of those artifacts to the run so I can download and inspect them immediately.
• A concise, human-readable summary of the failure posted back to the pull request (via the Actions API) to speed up root-cause analysis.
• Straightforward variables or matrix settings so I can adapt the same job to different runtimes or test commands later.

Acceptance criteria
– Workflow runs successfully in my repository without extra setup beyond secrets.
– On a forced failure it uploads logs and comments on the PR with the summary link.
