Project Description:
We are seeking a skilled freelancer to develop a workforce management and payroll system that supports both local and foreign workers with flexible shift, payroll, leave, and claim management features. The system will have mobile app and web components and should be able to accommodate multiple companies, projects, and roles. Familiarity with Singapore payroll regulations and CPF calculations is required.
Key Requirements:
1. Companies & Projects
Support for multiple companies (currently 2).
Ability to select projects in the app for each worker.
2. Shift Management
Shifts: Day (8 AM–6 PM), Night (7 PM–10 PM), with flexibility for midnight or other shifts.
Disable punch-in/out button if shift has not yet ended.
Double login required if OT occurs.
3. Payroll
Monthly payroll for all employees.
Consider a full shift as one day.
WP Workers (Work Permit/Foreign):
Daily and monthly rate options.
OT calculation: 1.5x normal rate (daily: daily rate ÷ 8 hrs x OT; monthly: monthly rate ÷ working days ÷ 8 hrs x OT).
Deduct unpaid leave: $50/day fixed.
Allowances/Incentives:
Incentives based on number of projects (e.g., $50 for 1 project once started in a month).
WAH manager allowance.
Spiderman (road access): $20 full day, $10 half day (requires certification).
Local Workers:
No OT. Monthly salary only.
Deduct unpaid leave based on daily rate.
Safety deductions depending on company policy.
CPF contributions must be handled according to Singapore regulations.
Supervisor acknowledgement/signature required at the end of shift.
Mobile app to enable GPS location tracking.
4. Leave Management
Types: Annual, Unpaid, Home, Hospitalisation, Outpatient, Maternity, Compassion.
Lesser leave entitlement for foreign workers.
5. Claim & Dorm Management
Claim entry and management system.
Dorm-related entries are not deducted, just recorded.
6. Reporting & Submission
Monthly worksheet retention.
Report generation with images, comments, and layout options (side by side or top-bottom).
One-click sending to payroll (needs verification).
Payslip generation (half A4), visibility restricted unless requested by worker.
Notification reminders for relevant entries.
7. Roles & Permissions
Supervisor: Onsite management.
Manager: Multi-site management.
Admin: Office management.
Worker: Mobile app access only.
Flexible permission settings to customize access for different roles.
8. Client Responsibilities
Provide course and project names.
Provide list of workers.
Provide computation and payslip templates.
Technical Expectations:
System should support web and mobile app access.
Integrate GPS location for worker attendance.

OT and allowance computation must follow defined formulas.
