"I’m looking for a self-contained Windows desktop application (.exe) with a straightforward GUI that lets me maintain our entire employee roster in one place. Each record should store name, date of birth, gender, contact information, address, role and a photo. The central feature is project assignment: I need to be able to allocate employees to projects manually, have the system propose automatic matches by skill, and still keep final approval control as an admin. Switching smoothly between those modes is essential.

All data must live in a single file that ships with the program. I’m flexible on the underlying format—feel free to suggest a compact, dependency-free option as long as the file stays portable and easy to back up.
