"Project Title: Technical Evaluation webapp
Project Overview: We are seeking a skilled freelancer to develop a web-based platform that automates the technical evaluation process for certain Certificate. This platform will replace the current manual process with a fully automated system, integrating various functionalities such as client data uploads, web scraping for engineer/technician validation, automated calculations, payment processing, and tailored recommendations.
Key Features:
1. Client-Facing Application:
o Upload Excel files containing employee details.
o Automated verification of certain occupations via the Saudi Council of Engineers’ website (with CAPTCHA bypass).
o Automated evaluation calculations based on sector-specific formulas for eight sectors, including Operation, Maintenance, and Services, Construction, Exhibitions and Conferences, and Engineering Offices.
o Free summary result showing the technical evaluation percentage.
o Paid recommendation service to improve the percentage above the required 70%.
2. Admin Dashboard:
o Manage clients, data, recommendations, and payments.
o Role-based access control (RBAC).
o Data visualization with charts and filters.
3. Backend API:
o Business logic, authentication, payment integration, and communication with the scraper microservice.
o JWT-based authentication.
o File upload handling via Multer and Excel parsing via exceljs.
o Moyasar payment integration.
4. Scraper Microservice:
o Data extraction from the Saudi Council of Engineers’ site using Python and Playwright.
o CAPTCHA handling via OCR.
5. Database:
o Persistent storage for all platform entities using PostgreSQL.
6. Deployment:

• Performance: API response time <2s for 90% of requests.
• Security: JWT authentication, role-based access, HTTPS enforced.
• Scalability: Horizontal scaling via Docker.
• Maintainability: Clean, modular, and well-documented code.
• Performance: Support at least 3,000 concurrent users without performance degradation or downtime.
• Security: SSL certificates for secure communication.
• Post-Delivery Maintenance: 1 month of free maintenance covering bug fixes and minor enhancements.
• Source Code Access: Complete source code, including dependencies and documentation, must be shared upon delivery.
