"I need to convert an existing VB.NET WinForms application into a modern ASP.NET Core (Blazor or Razor Pages) web application.

The current application includes:

Database (SQL Server) with student information, goals (long/short), assessments, etc.

Several Crystal Reports (to be migrated or replaced with RDLC/FastReport).

PDF file handling (generate, upload, download).

Handling text and image files attached to student records.

Essential Features to Retain:

Full database management (add/edit/search/export).

Report generation (Crystal Reports or modern alternative).

PDF generation, upload/download, and linking with student records.

File management (text and image files).

Additional Requirements:

User authentication (login).

Role-based access control (Admin, Teacher, Supervisor).

Real-time notifications (e.g., student updates).

Application security (encrypted passwords, secure file storage).

Customer storage quota (limit space per user/school).

Arabic/English bilingual support with RTL layout for Arabic.

Ideal Skills and Experience:
